What is effective hiring?

Effective hiring goes beyond simply filling a vacancy. Why do placements sometimes go wrong?

A new employee may meet all the requirements on paper and yet fail to settle in properly. This is by no means always down to a lack of willingness or commitment. Sometimes there is a mismatch that was not sufficiently apparent during the selection process.
